The firm Julienne Penny and Associates was established in 1988 by Julienne Penny (who is now a Judge of the Family Court of western Australia). Ms. Penny had earlier practiced in Fremantle out of the offices of Parkinson Penny which had formerly been known as Cockle Parkinson.

Neville Marsh purchased the practice in April 1991. Prior to 1991 the firm largely focused on Criminal and Family law matters. Over time the practice developed a greater emphasis on personal injuries and general litigation although it continued a large workload in Family law and to a lesser extent, Criminal law.
